FUNDS EARMARKED FOR HIGHWAY 138 : STATE TRANSIT PANEL ALLOTS LESS THAN REQUESTED FOR IMPROVEMENTS.

The California Transportation Commission voted Wednesday to include $29.5 million for Highway 138 improvements in the state's seven-year highway improvement plan.

The amount is $14.5 million short of what Palmdale officials had requested.

``We're very pleased the combined total of about $30 million was approved by the CTC CTC - Cornell Theory Center ,'' said Russ Bird, Palmdale's transportation analyst. ``We're glad they recognized this as an important project.''

 for the right-of-way purchases in order for the project to be included in the improvement plan. Palmdale officials lobbied to have that wording removed.

``It was too restrictive. It would have made it difficult to seek additional funding,'' Bird said. ``We will look anywhere and everywhere for the funding.''

The Highway 138 widening is scheduled for 2001-2002. The right-of-way purchases are scheduled for fiscal year 2002-2003, said Bob Remen, the commission's executive director.

Highway 138 now follows Palmdale Boulevard from the freeway to 47th Street East and then veers south. The new alignment, adopted by the commission in July, follows Avenue P-8 from the freeway to 120th Street East and then goes south to connect with the existing alignment.

Palmdale officials want Highway 138 improved for reasons of safety - 63 deaths and more than 1,400 injures since 1990 - and commerce.
