 wrote a $4,500 personal check on Friday to the city Ethics Commission In the United States, an Ethics Commission is a commission established by State law to discourage dishonest practices by their public employees and elected officials. Almost all American states have such a commission.  to resolve an audit showing that amount of excess contributions to her 2001 campaign.

``Though inadvertent, these excess contributions are inexcusable and I accept full responsibility,'' Chick said in a letter that accompanied the payment.

``Going forward, you can rest assured that I will adopt more effective safeguards and procedures to assure that this never happens again.''

The routine audit by the Ethics Commission found donations from five companies or individuals were in excess of the city's $1,000 campaign contribution limit. Chick had raised nearly $560,000 for that race, city records show.

Chick's campaign officials had said the donations came in on different dates and a mistake was made in accepting them.
