FSCT approves separate membership for society, FSCT members; Structure and Governance Task Force slated to begin discussions.At a conference call meeting on March 4, 2004, the Board of Directors of the FSCT FSCT Federation of Societies for Coating Technology FSCT Fire Support Control Terminal approved at Second Reading amendments to the organization's Bylaws The rules and regulations enacted by an association or a corporation to provide a framework for its operation and management. Bylaws may specify the qualifications, rights, and liabilities of membership, and the powers, duties, and grounds for the dissolution of an and Standing Rules that will allow, for the first time, a person to join either a local Society or the FSCT, as they wish. Previously, a person was generally required to become a member of both in order to join either a local Society or the FSCT. The Board adopted the amendments by a vote of 21-6 with 10 members absent. The vote reflected the results of the First Reading held at last November's Board of Directors Meeting. FSCT President Rick Hille thanked the Board for tackling this difficult issue, saying, "To the extent possible in a rapidly changing environment, we must address the core needs of our respective Memberships (local, national, and global), in a manner that retains our respective strength and relevance as independent professional organizations that serve a common Coatings Technology Community." Explaining the changes that will occur, Bob Ziegler, FSCT Executive Vice President, said, "In essence, in addition to belonging to both their local Society and the FSCT, a person can now join or renew his or her membership with just the local Society, or just with the FSCT, depending on their personal desires and needs. Ideally, current members will continue to belong to both their Society and the Federation." The membership renewal process will begin in mid-April with all current members being invoiced for both their Society and FSCT annual dues. Members will have the option of renewing with both the Society and FSCT, or with the FSCT only. Society only renewals will be processed by the local Society only. The decision eliminates the "Affiliate" membership category, which includes those persons not residing within the boundaries of a local Society Affiliate Members revert re·vert v. 1. To return to a former condition, practice, subject, or belief. 2. To undergo genetic reversion. to the "Full" Member category. Also eliminated is the Federation dues category "Society Honorary" membership. However, during the transition period this year, this category will be honored for all current Society Honorary Members through the 2004-2005 membership year and will continue to be recognized at the Society level. The new FSCT membership categories are: Full: An individual who is employed in the protective or decorative coatings, printing ink, or allied industries, or by those firms that manufacture or sell raw materials, supplies, services or equipment required by those industries. Educator/Student: Any individual who is a college or high school educator (Educator Member), or is a full-time student Full-Time Student A status that is important for determining dependency exemptions. An individual enrolled in a post-secondary institution may be eligible for certain tax breaks. Notes: The full-time status is based on what the individual's school considers full time. registered in any educational institution of recognized standing in a course of study in chemistry, engineering, physics or other related sciences leading to a degree (Student Member). Retired: Any individual who was a Full or Educator Member who severed sev·er v. sev·ered, sev·er·ing, sev·ers v.tr. 1. To set or keep apart; divide or separate. 2. Federation Honorary: Any individual who has rendered significant service to the Federation or the industries served by the Federation in such manner as to aid the accomplishment of the objectives of the Federation; and is elected an Honorary Member by the Board. Mr. Ziegler noted that a certain amount of confusion is to be expected, but that communication with Society leadership and individual members should help to keep this to a minimum. "We want to emphasize the positive aspects of this decision," he said. "Although allowing the individual a freedom of choice, there is still a large role for both the Society and the FSCT in the professional lives of our members." The FSCT will discuss the implementation and implications of this decision with Society Presidents at the FSCT Leadership Conference, scheduled to be held in Orlando, May 13. FSCT member benefits will be accessible only to those persons belonging to the FSCT.
