DWP General Manager Ron Deaton, who as the city's former chief legislative analyst opposed the loan, said that up to the point the $150,000 was paid, `'there wasn't demonstration'' that all the scooters were finished. In a closed session June 21, DWP commissioners took no action - thereby effectively denying - a request by Locricchio to delay interest payments a year and delay a balloon principal payment by two years, to March 2008. PET, which started making interest payments April 9, had made a total of $22,312 in payments. ``They cost us millions,'' Locricchio said in an interview after appealing to board commissioners during a public comment period.
