``This is the finest festival in the state of California,'' Mayor Jim Ledford said of the Fall Festival. ``This lineup proves how hard (the parks and recreation department staff) work. This is the best lineup yet.'' Headlining the 15th annual Fall Festival Oct. 14 and 15 at McAdam Park will be Frampton and Keith. The free summer concerts July 22, 29 and Aug. 12 in Marie Kerr Park will star America, Klugh and up and coming country singer Chely Wright.

Frampton, whose 1976 live album ``Frampton Comes Alive'' sold more copies than any live album in history, performs at 5:30 p.m. Oct. 14 at the Fall Festival. Keith will perform at 4 p.m. Oct. 15, singing selections from his album ``How Do You Like Me Now?''

``This is the strongest pair we've ever had,'' said Steve Buffalo, Palmdale's special events manager. ``These are both incredible performers.''

Fall Festival concerts are free with festival admission, which will be $5 for adults and $3 for children.

The free Summer Starlight Concert series will begin at 8 p.m. July 22 with America taking the stage to perform mellow mel·low

 fund-raiser for the Palmdale Sheriff's Booster. The fund-raising event begins at 5:30 p.m.

Closing out the concert series will be Wright , who performs at 8 p.m. Aug. 12 at Marie Kerr Park with selections from her latest album ``Single White Female.''
