The proposal, submitted by Antonovich, would transfer county lake lifeguards from the Department of Parks and Recreation to the county fire department. The move is intended to improve public protection, he said.

``Parks have done an excellent job at managing and maintaining those facilities,'' Antonovich said. ``But the organizational structure within the parks does not fully support the lifeguard functions. As lifeguards are public safety personnel, (they) ought to be housed in a location that has that primary function.''
