Any assessment of UCLA's prospects for 1999 must begin with an overlooked premise: There were questions and concerns long before anyone uttered a peep about parking placards and September suspensions.

The Bruins didn't have a proven quarterback in April, and they don't have one now. They have just six senior starters and a rebuilt offensive line. There's no proven kicker, and the punters have generated more snickers
