The depots had to be closed when staff received what was described as a ``hostile reaction'' from members of the public who were angry that their rubbish had not been collected last Wednesday due to the strike.

People ignored the public notices which stated it was illegal to leave rubbish on the pavement when the depot was closed.

Mr Goodway said: ``We willprosecute people for flytipping in this instance where we have the evidence that they dumped rubbish outside the depot.''

Mr Goodway added that the council did have people working in the council depots over the weekend.

He said: ``But they were forced to shut the gates because of hostility from some members of the public as a result of the dispute on Wednesday.''

If convicted, the maximum fine which can be imposed in a magistrates court can be up to pounds 20,000, or six months imprisonment, or both.

The capital is Cardiff.  Tidy, said: ``In this case, everyone who dumped their rubbish outside the depots, no matter what their reason, is guilty of an offence.

``Whether you were the first person or the last, if you left bin bags outside a shut depot, you are guilty of a flytipping offence.

``However, it is unfortunate that the majority of people who are guilty of an offence on this occasion were simply trying to clean up their own streets by taking their rubbish which had not been collected to the depot.''
