Byline: Rick Orlov Daily News Staff Writer

State Sen. Tom Hayden Thomas Emmett "Tom" Hayden (born December 11, 1939) is an American social and political activist and politician, most famous for his involvement in the anti-war and civil rights movements of the 1960s.  filed nominating petitions Monday in his mayoral bid, former mayoral adviser Georgia Mercer did likewise for the 11th District Council seat, and Councilman Mike Feuer learned he will be unopposed for a full four-year term.

Officials at the City Clerk's Office said they were overwhelmed with last-minute filings for the April 8 municipal election and won't be able to notify many candidates whether they qualified for the ballot until later this week.

``We had more than 50 candidates file their petitions and we have to check each signature,'' said election supervisor Kriston Heffron. ``We try to turn them around as quickly as we can, but it takes time.''

Monday was the postmark deadline for most candidates who will appear on the April ballot, but not all. Candidates for the charter reform commission have until Feb. 18 to file their petitions.

The filing of petitions Monday was expected from Hayden, D-Los Angeles, who is running against Mayor Richard Riordan Richard J. Riordan (born May 1, 1930) is a Republican politician from California, U.S. who served as the California Secretary of Education from 2003–2005 and as Mayor of Los Angeles from 1993–2001. Riordan ran for Governor of California unsuccessfully in 2002. , and Mercer, a candidate for the seat being vacated by retiring Councilman Marvin Braude Marvin Braude (August 11, 1920—December 7, 2005)served as Los Angeles City Councilman for the 11th district from 1965 to 1997. At various times Mr. Braude (pronounced BROW-dee) served as chair of the Finance and Revenue Committee, the Environmental Quality and Waste .

But the overall field of 92 candidates who took out nominating papers has been dramatically reduced with 23 potential challengers deciding to drop out.

In the race for mayor, Riordan and two other candidates - newspaperman Leonard Shapiro and railroad worker Craig Fonts - had qualified already for the ballot.

But it is in Hayden, who has waged an active campaign over the past month, that Riordan expects to face his toughest challenge as the one-time anti-war radical continues his relentless attacks on the mayor's record.

Hayden has scheduled a news conference for today to challenge Riordan's efforts to raise funds for a charter reform commission.

The other race expected to be a hot contest is city attorney, featuring incumbent James Hahn For the Iowa politician, see .

Feuer, who won a special election two years ago, is the only City Council member running unopposed. Real estate manager Elijah Rosenberg had declared his intention to run against Feuer, but did not return his nominating petitions.

Another potential challenger, Sherman Oaks businessman Jeff Brain, decided to run for the charter reform commission instead.

The most contested council race is expected in the 11th District where former Braude chief deputy Cindy Miscikowski Cindy Miscikowski represented the 11th District on the Los Angeles City Council for two full terms from 1997 through 2005. Previously, she was an aide to Councilman Marvin Braude and the Executive Director of the Skitball Cultural Center in its beginning stages.  has qualified for the ballot.
