City staffers will meet with professional float designers and builders to devise float concepts that meet the 2006 parade theme of ``It's Magical.'' The City Council will make the final decision on the design. Float construction usually begins in October, Biery said. ``This is the key time to get your artist and you start talking about ideas,'' Biery said. The Antelope Valley float that rolled last Jan. 1 through Pasadena was the effort of a volunteer committee, although the city contributed $15,000.
