 created the bowl in 1921 and gave it to the county in exchange for permission to use it each Easter morning, said they are considering suing to overturn the county's new drawing-of-lots system.

``I don't think a toss of the coin is justice at all,'' said Norma Foster, president of the board of the sunrise service organization. ``I'm sorry. This is not Las Vegas.

``This is the Hollywood Bowl Easter sunrise service, and it's an 80-year tradition for the people of Los Angeles. All the children go to it, people from hundreds of churches, and Hollywood celebrities have made it what it is today.''

Trinity program coordinator Jay Jones said singer-evangelist Pat Boone and actor Charlton Heston have been invited to speak at the service, which will be broadcast worldwide March 31.

``We would just like to bring honor to our Lord,'' Jones said. ``Obviously, if he has any input into this, whatever the Lord will have we will do.''

Los Angeles County officials decided to settle the matter with a coin toss after a number of organizations requested the venue this year.

In a 10-page letter the County Counsel's office sent to Supervisor Zev Yaroslavsky on Thursday to give him legal advice on the matter, Principal Deputy County Counsel Helen S. Parker wrote she reviewed the history of the use of the bowl on Easter and concluded a ``drawing of lots'' system was the most fair.

Under the system, all applicants must agree the event will be free to the public and abide by the county's rules. If there are more than two applicants, a hat drawing will decide. In the case of only two applicants, a coin toss will decide.

``There has been a long-standing practice of issuing annual approvals for this event without clear written procedures,'' Parker wrote.

Due to Bowl renovations, no Easter services were held in 1993 and from 1995 to 1998.

Then Trinity lost its bids to hold services there in 1999, 2000 and 2001 and made allegations concerning the unfairness of the process.

 informed both the county and the Los Angeles Philharmonic Association that, from its perspective, no matter what it did, it never seemed to be able to get an event permit for Easter in time to produce the program,'' wrote Parker, the principal deputy county counsel.

Parker researched the tradition of Easter programs at the Bowl and found it dated back to 1921 when a community group, Hollywood Community Sing, needed a larger site for its Easter program. In some years, no Easter services were held because of Bowl renovations, and the decision to grant permission for an Easter program was made on an annual basis. For many years, HBESS was involved in presenting services. HBESS held the services at the Bowl in 2000 and 2001. Parker wrote HBESS has not presented any evidence of a vested and continuing right to be the sole presenter of Easter programs at the Bowl. Parker reviewed the 1924 gift deed granting the Hollywood Bowl to the county and the contemporaneous lease between the grantor An individual who conveys or transfers ownership of property.
