FLIGHT TEST CENTER GETS NEW DIRECTOR.

EDWARDS AIR FORCE BASE Edwards Air Force Base, U.S. military installation, 301,000 acres (121,805 hectares), S Calif., NE of Lancaster; est. 1933. It is one of the largest air force bases in the United States and has the world's longest runway.  - David C. Bond has been named executive director of the Air Force Flight Test Center.

Bond describes his Edwards assignment as the chance of a lifetime. He said he leads by being an enabler, knocking down barriers, providing training and vision, and allowing those who work for him to excel. He also said he believes retention is an important part of leadership.

``We have to structure our jobs so we allow those who want to serve to grow, to produce and leverage the positive,'' he said.

Bond formerly was deputy director of operations at Air Force Materiel Command Air Force Materiel Command (AFMC) is a major command of the United States Air Force.  at Wright Patterson Air Force Base in Ohio, and before that he was a program manager and program director for the Navy at the Naval Weapons Laboratory in Dahlgren, Va., and at Arnold Air Force Base in Tennessee.

Bond said he believes the test center's greatest challenge is the budget. He said cuts and changes that are going to come out in defense over the next few years are going to be more dramatic than any in the recent past.

Another huge challenge he said he sees is evolution into a Test and Evaluation enterprise - viewing Edwards as part of a bigger entity, working with partners such as Eglin Air Force Base Eglin Air Force Base is the home of the United States Air Force 96th Air Base Wing of the Air Force Materiel Command, and is also headquarters for more than 45 associate units.  in Florida and Arnold in Tennessee.

``You hear various figures like 50 percent of the work force will be eligible for retirement in five years.
