The nomination was announced Friday as Fleming emceed the Fernando Awards nomination luncheon at the Warner Center Marriott Hotel in Woodland Hills.

Fleming - who received a standing ovation from the crowd of 400 gathered for the awards ceremony - said he is looking forward to serving on one of the busiest commissions in the city.

``We represent the citizens of Los Angeles Los Angeles (lôs ăn`jələs, lŏs, ăn`jəlēz'), city (1990 pop. 3,485,398), seat of Los Angeles co., S Calif.; inc. 1850.  who want us to make sure there is no chicanery and nothing is going on in city government that shouldn't,'' he said. ``And that's a big job.''

Fleming added that the Ethics Commission was made even more important by City Charter reform, which gave the commission new investigative powers.

``Charter reform also gave us a stronger mayor, and we want to make sure the city doesn't fall into the traps some other cities with strong mayors have fallen into,'' he said. ``We want to make sure there are no behind-the- scenes, conflict-onterest activities going on.''

 said the city attorney nominated Fleming because of his experience serving the city.

``He's one of the great leaders of the Valley,'' Austin said. ``And he's an extremely well-qualified city official who brings a broad spectrum of experience to the table. He'll be a great leader on the Ethics Commission.''

Fleming's appointment to the commission is pending City Council approval.

 Fleming - a Republican and Valley secession backer who endorsed Hahn in the mayoral election - to the Fire Commission, he said he hoped to appoint him to some other city commission. Delgadillo's move, however, pre-empts that possibility.

``He was nominated not for political reasons, but because he is beyond reproach in his own ethics and has done a lot for this city,'' said Lee Kanon Alpert, a former airport commissioner who co-emceed the Fernando Award event and made the announcement.
