FLAT ROCK DENTIST FOUND GUILTY OF FRAUD CHARGE
DETROIT, Jan. 30 /PRNewswire/ -- A Flat Rock, Mich., dentist faces

sentencing before Wayne County Circuit Judge Michael J. Callahan on Feb. 5 following conviction of violating the state's Health Care False Claims Act.
A Wayne County Circuit Court jury determined on Jan. 10 that Victor E. Premen, DDS, age 46, was guilty of three counts of filing false claims with Blue Cross and Blue Shield of Michigan. Maximum sentence for each count is four years in jail and a $50,000 fine.
Gregory W. Anderson, director of the Blues Financial Investigations Department, said Dr. Premen billed the Blues for dental fillings when he actually performed a less costly procedure to coat teeth with a clear plastic covering.
The charges resulted from a joint investigation of the Michigan State Police, the Wayne County Prosecutor's Office and the Blues anti- fraud unit. Anderson said the probe followed an anonymous tip to the Blue Cross and Blue Shield of Michigan anti-fraud hotline.
Since its inception more than a decade ago, the anti-fraud unit has saved or recovered more than $92 million. The amount is based on actual recovery of fraudulent payments, plus court-ordered restitution and a conservative estimate of the amount of money that would have been paid out if the unit had not forced an end to specific illegal activities.
The unit has investigated 9,713 allegations, referred 1,407 cases to law enforcement agencies, and developed evidence that has led to 853 warrants, 772 arrests and 592 convictions of health care providers, subscribers and employees.
Anderson urged anyone with information about inappropriate health care claims to telephone the toll-free hotline at 1-800-482-3787 during normal business hours, 8:30 a.m. to 4:30 p.m., Monday through Friday, except holidays.
