 Worldwide Express have again teamed up to help the three million American citizens overseas exercise their right to vote in the Nov. 5, 1996 elections.

FLAAG, a nonprofit and nonpartisan organization of overseas citizens, and DHL Worldwide Express, the world's largest international air express network, have arranged for the 1,700 DHL offices around the world to accept absentee ballot applications and voted ballots of American expatriates.

Materials received by DHL will be returned to the United States via the DHL network and deposited in the U.S. Mail system for delivery to local election officials. This free-of-charge service is aimed at overcoming the uncertainties of international mail that frequently disenfranchise dis·en·fran·chise

Stephen L. Waller, senior vice president of network transportation for DHL Airways, Inc., said, "DHL is again pleased to make available its worldwide resources to simplify absentee voting Participation in an election by qualified voters who are permitted to mail in their ballots.

The Uniformed and Overseas Citizens Absentee Voting Act (42 U.S.C.A. § 1973 ff et seq.
 for American citizens overseas."

In announcing the DHL/FLAAG agreement, Henry Valentino, chief U.S. representative for FLAAG, pointed out that this is the third time DHL has teamed with FLAAG to provide this service. Thousands of Americans overseas took advantage of the DHL public service in 1992 and 1994.

To take advantage of the free DHL service this year, American citizens should obtain Federal Post Card Application forms (FPCA FPCA Federal Post Card Application

) from U.S. Embassies or Consulates, FLAAG, or the Federal Voting Assistance Program The Federal Voting Assistance Program (FVAP) administers the Uniformed and Overseas Citizens Absentee Voting Act for the United States Secretary of Defense. FVAP is responsible for educating U.S. . Completed FPCAs should be returned to the nearest DHL office before September 20.

This will give local election officials in the United States sufficient time to process the application and mail the absentee ballot to the voter. Voters should return the voted absentee ballot as soon as it is received. DHL Worldwide Express will accept the voted absentee ballots at all international DHL offices until Oct. 25, 1996.
