In announcing the DHL/FLAAG agreement, Henry Valentino, chief U.S. representative for FLAAG, pointed out that this is the third time DHL has teamed with FLAAG to provide this service. Thousands of Americans overseas took advantage of the DHL public service in 1992 and 1994. To take advantage of the free DHL service this year, American citizens should obtain Federal Post Card Application forms (FPCA FPCA Federal Post Card Application FPCA Functional Programming Languages and Computer Architecture FPCA Florida Police Chiefs Association FPCA Florida Pest Control Association FPCA Family Planning Councils of America ) from U.S. Embassies or Consulates, FLAAG, or the Federal Voting Assistance Program The Federal Voting Assistance Program (FVAP) administers the Uniformed and Overseas Citizens Absentee Voting Act for the United States Secretary of Defense. FVAP is responsible for educating U.S. . Completed FPCAs should be returned to the nearest DHL office before September 20. This will give local election officials in the United States sufficient time to process the application and mail the absentee ballot to the voter. Voters should return the voted absentee ballot as soon as it is received. DHL Worldwide Express will accept the voted absentee ballots at all international DHL offices until Oct. 25, 1996.
