Vern Carr, the assistant manager at the hatchery, said the state's budget impasse means supplier bills aren't being paid. The state's financial problems mean the three vacant positions at the hatchery can't be filled, leaving the facility unable to maintain its normal stocking schedule.

``Besides trying to plant fish, we're trying to spawn fish, which makes it real difficult. We can only do so much. Things get prioritized,'' Carr said. ``We've already canceled one week's worth of plants.''

Not the only production facility which serves popular fishing water in the Eastern Sierra, Hot Creek is, however, one of only three hatcheries in the state that provides eight million rainbow trout rainbow trout
