 initiated an audit of the department's hiring, training and discipline issues earlier this month in response to reports of widespread harassment of women and minority firefighters.

The union supports the audit, as do several other employee associations.

Capt. Cori Tipton, leader of a group of women firefighters, said she is glad the union hired Leibman.

``I think the union needs to be involved because the union needs to represent all of the employees in the Fire Department,'' she said.

The union's board decided to hire Leibman at its meeting Wednesday, McOsker said. He declined to give details of the contract, including how much she is being paid.

The Board of Fire Commissioners, the civilian panel that oversees the Fire Department, had also planned to seek an outside review of harassment and training issues, but voted this week to abandon its audit at the request of Mayor Antonio Villaraigosa Antonio Ramon Villaraigosa (born Antonio (Tony) Ramon Villar, Jr. on January 23, 1953) is the mayor of Los Angeles, California. He is the first Latino mayor of Los Angeles since Cristobal Aguilar in 1872. .
