FIRE JUMPS LINE UP IN LOS PADRES LOCKWOOD VALLEY URGED TO EVACUATE.

Byline: ALEX DOBUZINSKIS Staff Writer

LOS PADRES NATIONAL FOREST Los Padres National Forest is a forest located in southern and central California, which includes most of the mountainous land along the California coast from Ventura to Monterey, extending inland. Elevations range from sea level to 8,831 feet.  -- As the battle against the Day Fire entered its fourth week Monday, wind-driven flames jumped over a firefighting line and headed toward Lockwood Valley.

Authorities urged residents of the sparsely populated rural community to evacuate, even as evacuation advisories were lifted elsewhere in Ventura County.

The fire on Monday afternoon jumped what firefighters call a contingency line, a bulldozed area with no fuel for a fire to consume.

``It's one of those things where it wasn't anticipated, ... and naturally when we build those contingency lines we make them fairly large, and we think it can hold the fire. But obviously there were some winds pushing it, and it jumped it,'' said Kurt Shaefer, a spokesman for the multiagency team fighting the fire.

Commanders of the 3,500 firefighters battling the Day Fire focused their efforts on protecting Lockwood Valley after the fire jumped the line.

The community is off state Route 33, west of Interstate 5, generally south of Frazier Park.

``As many aircraft as possible, (we'll) put up there,'' said Joe Pasinato, a spokesman for the U.S. Forest Service.

Costs mounting

The fire, which broke out Sept. 4, had burned more than 134,000 acres by Monday, mostly in the Los Padres National Forest, and was 41 percent contained. Fighting it had cost $36.7 million, and the figure was mounting by about $1 million a day.

The emergency declaration meant that local agencies could be reimbursed for three-quarters of their costs in fighting the blaze.

A precautionary evacuation notice was expected to be fully lifted Monday evening for Ojai, but another one was expected to stay in effect along Highway 33 from Rose Valley Road to Lockwood Valley Road.
