FINAL LINK OF ALBERSON TRAIL OK'D; NATIONAL PARKLAND WAS CLOSED PRIOR TO EASEMENT GRANT.

The final piece of the puzzle to opening national park land south of Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969.  and creating an uninterrupted trail system linking Simi Valley and Agoura Hills has finally been put into place.

 Rancho Simi Rancho San José de Nuestra Senora de Altagarcia y Simi is one of the land grants in California by the Spanish government. The name derives from Shimiji, the name of the Chumash village here before the Spanish.  Recreation and Parks District recently obtained needed easements EASEMENTS, estates. An easement is defined to be a liberty privilege or advantage, which one man may have in the lands of another, without profit; it may arise by deed or prescription.  Drive south to Cheseboro Road and the old Jordan Ranch in Agoura. Hikers also will be able to head west and end up at Long Canyon Road in Wood Ranch.

Park district officials said the new trail system will allow the public to use 141 acres they previously did not have access to and will provide the missing link to the China Flats/Cheseboro National Park area and Ahmanson Ranch.

Johnson said until First Street was extended through to Long Canyon Road into Wood Ranch, and until it had rights to land up to the Bridle Path acreage, there was little reason to rush the easement easement, in law, the right to use the land of another for a specified purpose, as distinguished from the right to possess that land. If the easement benefits the holder personally and is not associated with any land he owns, it is an easement in gross (e.g. .

But the district and the homeowners association have been working on the easement for a year now. A week ago, the papers were signed giving the district that right.

The district now is working on plans to erect a fence, at a cost of $27,388, to close off a portion of the HOA land not needed for the trails. That area will be closed to the general public with gate- and key-access only to homeowners.

Johnson said the fencing will be placed in such a way that will allow wildlife to travel freely through the hillsides, while keeping hikers out of the private land.

Pandolfi said he was pleased to finally come to this point because until the easement was granted, the national parkland was closed to everyone.

``It wouldn't have been fair to open it up for just our use,'' he said.

Still, much of the trail system is already built and in use. And Pandolfi said he and others take Bridle Path trails from Simi Valley to Malibu and back in one long day of equestrian riding.

Johnson said the trail system also will be a nice complement to the district's new Challenger Park, under construction and scheduled to be opened in March.

The park is to include a wilderness campground for youth groups, and is estimated to cost the district $547,800 during phase one of construction.
