FESTIVAL ADDS HEAT TO COOLER WEEKEND.

OXNARD -- The hottest things at the 13th annual Oxnard Salsa Festival on Saturday were the fiery condiment and the spicy, sexy dance and music -- not the weather.

Which is just how visitors liked it.

``It's cooler in Oxnard,'' said Melinda Pressman, 50, of Thousand Oaks Thousand Oaks, residential city (1990 pop. 104,352), Ventura co., S Calif., in a farm area; inc. 1964. In the salsa-tasting tent, $3 bought a bag of tortilla chips and tickets for 10 samples of salsa from different vendors.
