FEES MAY BE WAIVED FOR DOGS THAT ASSIST OTHERS BESIDES BLIND.

GLENDALE - The city, which does not charge license fees for dogs that assist the blind, might start waiving license fees for dogs that guide the visually impaired, deaf and disabled.

The City Council will consider Tuesday whether to waive To intentionally or voluntarily relinquish a known right or engage in conduct warranting an inference that a right has been surrendered.

``I don't think we ought to charge the fees for these dogs,'' Councilman Dave Weaver said. ``You have to consider that these dogs are an integral part of these people's lives. They can't do without them. They need the dog, and to further penalize pe·nal·ize

The cities of Burbank and Pasadena, for example, do not charge license fees for any type of guide dog.

Andi Krusoe of the Sylmar-based Guide Dogs of America said while organizations like hers provide guide dogs at no cost to those who need them, the maintenance costs become a struggle for some.

City staffers expect there will be a small decrease in the revenues obtained from dog license fees if signal and service dogs, as well as dogs that assist the visually impaired, are exempted from the fees.

The City Council will also consider on Tuesday updating its Municipal Code to reflect long-standing federal law that allows all service animals into public facilities.
