Transportation Secretary Norman Mineta as well as Navy Department officials said the federal government will follow the wishes of Orange County voters and not allow any aviation uses at the 4,000-acre site.

The Navy said it will not change its plans to auction off the property for a park.

Hahn insisted Los Angeles World Airports Los Angeles World Airports or LAWA is the airport oversight and operations department for the city of Los Angeles, California.

``This is an important federal asset,'' Hahn said at a City Hall news conference. ``We should not take action now that, in 20 years, we will look back and kick ourselves for missing this opportunity to save this important site.

``If we are serious about a regional solution to our air traffic problems, we need to keep this site as an airport.''

Hahn estimated an El Toro airport could accommodate up to 30 million passengers a year and serve many Orange County and San Diego San Diego (săn dēā`gō), city (1990 pop. 1,110,549), seat of San Diego co., S Calif., on San Diego Bay; inc. 1850. Orange County Supervisor Tom Wilson, chairman of the Board of Supervisors, objected to the mayor's approach.

``This doesn't seem like very much of a good-neighbor policy to just drop this on us. The mayor didn't even have the courtesy of sending us a copy of the letter or even calling us.''

Hahn brought up the El Toro issue after challengers to his re-election said he had not done enough to support a regional air traffic solution while pushing for approval of his $11 billion LAX expansion and modernization modernization

Villaraigosa said: ``This was a failed attempt to paper over the Hahn administration's failings. It just shows the paralysis of the administration.''
