FEDERAL-FUNDING INCREASE SOUGHT FOR VALLEY HOMELESS.

But Marlene Singer, Los Angeles Homeless Services Authority's program manager, said homelessness is more of a problem in other parts of the city.

"The San Fernando Valley doesn't have a large amount of poverty," she said after the hearing. "Every area is under-funded - you should hear South Central complain."
