FEDERAL UNIONS HAIL CREATION OF NATIONAL PARTNERSHIP COUNCIL

 WASHINGTON, Oct. 1 /PRNewswire/ -- Union presidents John N. Sturdivant, American Federation of Government Employees (AFGE); Robert M. Tobias, National Treasury Employees Union (NTEU); and Robert S. Keener, National Federation of Federal Employees (NFFE) today released the following statement in response to President Clinton's issuance of an executive order creating the National Partnership Council and broadening the collective bargaining process to include issues which by law have been permissive subjects for negotiations:
 Today, President Clinton has taken the initial step to implement a redesign of government crafted by front line federal employees and their unions who know best where waste, abuse and mismanagement exist and who have the experience and knowledge to make government work better.
 With the stroke of a pen, the president has dismissed 30 years of adversarial labor-management relations, broadened the scope of collective bargaining, and opened the door to a new era where employees, their unions and the government will work together to create a workforce that is highly motivated, multi-skilled, and technologically advanced to meet the ever-changing needs of the American public.
 As members of the National Partnership Council, we will work to eliminate the current legal barriers that stifle employee creativity and instead create an environment where the workers and their ideas are regarded as valued assets with a vested interest and say in government operations rather than a budget item to be slashed. We will strive to ensure that the government workplace of the future promotes a highly effective team concept where employees work together, share in the profits, and effectively meet the needs of their customers.
 To begin the process of creating partnerships at every level of government, AFGE, NTEU and NFFE -- who together represent the voices of over 1 million federal employees -- have jointly developed a report detailing actions which must be taken to achieve a true government-wide partnership with federal employees and their unions.
