FEDERAL GRANTS AWAIT NONPROFITS.Byline: Alicia Doyle Daily News Staff Writer Nonprofit organizations are invited to apply for federal grants set aside to benefit Simi Valley Simi Valley (sē`mē, sĭm`ē), city (1990 pop. 100,217), Ventura co., SW Calif. in an oil, fruit, and farm region; laid out 1887, inc. 1969. residents. Community development block grants - distributed by the U.S. Department of Housing and Urban Development - are used to benefit low- and moderate-income residents, help eliminate blight or meet a particularly urgent need, officials said. Annually, all cities of 50,000 population and more are classified as entitlement cities by HUD Hud (h d), a pre-Qur'anic prophet of Islam. Funding for public service activities is limited to approximately 15 percent - $125,400 - of the city's allocation for fiscal year 1997-98. To be eligible, a nonprofit organization must show that the money would be used to start or expand an existing program or conduct a specific activity, city officials said. The money also must be used to benefit people with very low to moderate incomes or meet a community development need such as jobs or housing, officials said. The organizations sought funding for programs that ranged from helping the needy to promoting anti-drug education and adult literacy. Last year, nonprofit groups that requested funds included the Samaritan Center and the Public Action to Deliver Shelter Program, which helps needy and homeless people get off the streets and into jobs.
