 FBS ANNOUNCES FORMATION OF CIVIC BANKING GROUP
 Warren Named Manager
 MINNEAPOLIS/ST. PAUL, April 2 /PRNewswire/ -- First Bank System (NYSE: FBS) today announced the formation of the Civic Banking Group, a new department of First Bank N.A., the company's lead bank in the Twin Cities. Barton D. Warren, who has over 10 years of experience at First Bank, will serve as vice president and manager.
 Civic Banking will be part of the Business Banking Division and will handle banking relationships with government units based in the Twin Cities. The group also will be responsible for intercity micro loan programs, relationships with nonprofit developers and the bank's U.S. Small Business Association (SBA) Preferred Lender loan program. Those functions previously operated as separate departments.
 Warren has been associated with FBS since 1981 when he joined First Bank N.A. as an assistant vice president in the commercial lending area. He was promoted to vice president in 1986. Warren holds a bachelor's degree from Arizona State University, Tempe, Ariz. and a master's degree from the University of Minnesota.
 "The formation of Civic Banking Group brings together the responsibility for managing the banking relationships with local county and city government entities," Warren explained. "Now there is one area devoted to handling the commercial banking needs of all these government functions."
 The five person Civic Banking Group will be located at the First Bank Midway Office at 2383 University Avenue in St. Paul.
 Norbert J. Conzemius, manager of Twin Cities Business Banking for First Bank said, "We wanted the Civic Banking Group to be located where they could be more accessible to their government customers as well as start-up and existing small businesses. As one of two Minnesota banks that have earned the SBA's Preferred Lender designation and the only one in the Twin Cities, we are authorized to write loans without having to submit documents to the SBA for what can be a time consuming review. In effect, we can write loans on behalf of the federal government and make loan decisions quickly." Banks earn the Preferred Lender designation by being active in the SBA loan program, exhibiting lending expertise and having few SBA loans in default.
