FAMILY SETTLEMENT IN 2000 REACHED FOR $1.5 MILLION.

A review of settled lawsuits and claims filed against the Los Angeles County Sheriff's Department This article is about the Los Angeles County Sherriff's Department, not to be confused with the smaller Los Angeles County Police

The Los Angeles County Sheriff's Department (LASD) is a local law enforcement agency that serves Los Angeles County, California.
 revealed a variety of cases involving allegations of excessive force against jail inmates or neglect of their medical care. Here are some examples:

--A $300,000 settlement this year for Javier Rocha, who alleged that in 1999 a deputy kicked him and slammed his head into a wall after pulling him out of a line of inmates waiting to go into the library at Pitchess Detention Center A detention center or a detention centre is any location used for detention. Specifically, it can mean:
  • A prison
  • A structure for immigration detention
  • An internment camp or concentration camp
 in Castaic.

--A $1.5 million settlement in 2000 for the family of Mark Philyaw for his wrongful death The taking of the life of an individual resulting from the willful or negligent act of another person or persons.

If a person is killed because of the wrongful conduct of a person or persons, the decedent's heirs and other beneficiaries may file a wrongful death action
 at Twin Towers Correctional Facility The Twin Towers Correctional Facility, also referred to in the media as Twin Towers Jail, is a complex erected in Los Angeles, California to house inmates of the Los Angeles County Courts. It is the world’s largest jail. . Philyaw died after he refused to comply with a visual body-cavity search and five deputies piled on top of him, maced him and hogtied him, causing him to stop breathing.

--A $600,000 settlement for the 1999 death of a mentally ill Palmdale man, Kevin Evans. He suffered from cerebral palsy cerebral palsy (sərē`brəl pôl`zē), disability caused by brain damage before or during birth or in the first years, resulting in a loss of voluntary muscular control and coordination.  and died while being restrained in a jail medical ward, leading to the settlement with his family.

Other claims:

--It was alleged that deputies threw a man to the ground, hogtied him and placed him in an isolation cell for five hours. ... A deputy broke a man's jaw with a flashlight and forced him to sign a statement saying he had injured himself in the exercise room. ... One man alleged a deputy threw him to the ground and at least 15 deputies hit and kicked him in the face and body. ... Another man filed a claim alleging he was placed in the same cell with a man he had testified against for shooting him. The inmate beat him and left him unconscious in a pool of blood, according to according to
