Population growth, crime and community involvement were among the issues in the election _ with Hearns, Sileo and Smith saying city officials are working on all three fronts, while the challengers said new blood is needed. The strongest attacks against the current city government came from mayoral candidate Gaynor, who ran unsuccessfully against Roberts in 2004 and 2002, and from council candidate Abber, who ran for mayor in 2000 and 2002. Gaynor said the city has allowed growth to get out of control and that there is no plan for development. Gaynor also said the city has not done enough to fight crime and that the morale of its residents has fallen. Gaynor, a businessman, finished second in the mayor's race, with 2,367 votes to Hearns' 3,036. Ware had 1,872, and the others were far behind. Crawford, an Eastside Union School District board member, finished third in the council race with 2,945 votes to Smith's 5,241 and Sileo's 3,750. Hearns, Sileo and Smith far outfinanced their rivals in electioneering, records show. As of the last campaign report filed before Election Day, Smith had raised more than $52,000 in contributions, Hearns more than $43,000 and Sileo nearly $40,000. Gaynor and Ware reported raising $6,445 and $4,000 respectively, according to the latest campaign reports. In the council race, Crawford reported a $13,200 loan from herself and Abadejos reported raising $5,230. The other candidates declared they would not raise or spend more than $1,000. Tuesday's turnout was low: 8,549 out of the city's 53,214 active registered voters, or a 16 percent turnout. "It's sad," city public information officer Anne Aldrich. Counting the 18,000 registered voters considered inactive because they haven't voted in the last three elections would drop the turnout to 12 percent.
