FAA APPROVES PASSENGER CAP IN LAX SETTLEMENT.

over the modernization of LAX cleared a major hurdle Tuesday as the Federal Aviation Administration Federal Aviation Administration (FAA), component of the U.S. Department of Transportation that sets standards for the air-worthiness of all civilian aircraft, inspects and licenses them, and regulates civilian and military air traffic through its air traffic control  signed off on the plan to limit the number of passengers at the airport.

A letter from the FAA said the agency was still reviewing some provisions of the settlement, but backed a reduction in the number of gates at Los Angeles International Airport “LAX” redirects here. For other uses, see LAX (disambiguation).

Approval from the FAA was considered key for the proposed deal to win approval from other sides in the settlement. The gate reduction was seen as key because the FAA does not allow local jurisdictions to control the number of airport passengers.

But acting FAA Administrator Catherine Lang wrote that under the settlement, the design changes that would allow the cap are considered a separate issue and do not violate FAA rules.

Airport Director Lydia Kennard said she was pleased with the FAA's quick action.

and other opponents would drop lawsuits that have stalled the controversial plan for LAX.

In exchange, the city promised to limit passenger traffic by gradually closing airplane gates; to give critics and neighbors a greater voice in upgrading one of the nation's busiest airports; and to help fund noise- and traffic-mitigation projects.

Lang's letter also said the FAA agreed with proposals to allow LAX to pay for some roadway improvements as long as they are related to air traffic, passengers or airport property. In addition, many of the proposed efforts to mitigate noise and pollution meet FAA regulations, but need a final review.
