F-22 Contractor Team Awarded New Contracts.

MARIETTA, Ga.--(BUSINESS WIRE)--July 10, 1998--The US Air Force has awarded the Lockheed Martin-Boeing team two contracts totaling up to $70.7 million for advance procurement and program support for two F-22 production representative test vehicles (PRTV). These contracts, valued at up to $2.1 billion, include options for the two PRTVs and the six initial production F-22s.

Lockheed Martin leads the contractor team working closely with the US Air Force on the F-22 program. Air vehicle team members include Lockheed Martin Aeronautical Systems (LMAS) and Tactical Aircraft Systems (LMTAS) and Boeing. Pratt & Whitney provides the F119 engines for the Raptor.

"These contracts lead us from EMD into production, and bring to fruition months of hard work by the entire F-22 team, including contractors and the US Air Force," said Tom Burbage, F-22 general manager and LMAS F-22 program vice president. "Drafting performance-based contracts while still producing and testing Engineering and Manufacturing Development (EMD) aircraft brought a special challenge."

The contract for PRTV long-lead materials includes not-to-exceed options for PRTV full award and Lot 1 advance procurement for six initial production aircraft in December, 1998, and Lot 1 full award in December, 1999.

The program support contract contains annual options, which will be exercised concurrent with PRTV full award and Lot 1 production contracts. This contract establishes the engineering and other technical tasks required by LMAS that are not linked to a specific production lot.

The contractor team plans to submit a firm fixed price proposal for the PRTV and Lot 1 F-22s later this year that would allow the Air Force to exercise the PRTV full award and Lot 1 advance procurement options in December, 1998. The program also will have to complete demonstration milestones established by the Office of the Secretary of Defense.

Work on these contracts began before formal issuance of requests for proposal last December and the end result represents a true performance-based contract which implements the tenets of acquisition reform.

Currently the Air Force plans to buy the two PRTV aircraft and 12 production lots totaling 339 F-22 aircraft, at an estimated cost of $34.7 billion.
