Since the Telecommunications Act of 1996, Independent Operating Companies have been competing out of territory through their own IOC CLEC (Competitive Local Exchange Carrier) An organization offering local telephone service that is not one of the traditional telephone companies. The Telecommunications Act of 1996 allowed competition to the incumbent telcos (ILECs), enabling new companies (CLECs)  operations. As of early 2003, approximately 10% of the country's 900 non-Bell ILECs have deployed such operations, mostly in rural areas.

The results of this mass rollout, while better than those of the independent CLECs, have been mixed. Like the independent CLECs, IOC CLECs have been experiencing slowed revenue and access line growth, as well as retrenchment, consolidation, and occasionally outright failure. Like the other CLECs, the IOC CLECs have also seen much lower capital spending. Unlike the other CLEC segments, though, IOC CLECs are facing a number of competitive advantages. One is that the IOCs are carrying little debt and have the cash to fund ongoing CLEC spending. Two is that the IOCs and their CLECs are advancing in terms of bundling--voice, data, and video to the customer. Three is that the IOC CLECs are right now facing minimal competition.
