The merit system uses educational and occupational qualifications, testing, and job performance as criteria for selecting,
 Protection Board, "merit" raises are now given to 99.91 percent of eligible employees. This, by the way, has been true for many years. I wrote about it in the first edition of How Washington Really Works, which was published in 1980.
