This survey of current issues and controversies in environmental policy and management is unique in its thematic mix, broad coverage of key debates and approaches, and in-depth analysis of concepts treated less thoroughly in other texts. The second section, "Reconnecting with Stakeholders," examines deliberative democracy, civic environmentalism environmentalism, movement to protect the quality and continuity of life through conservation of natural resources, prevention of pollution, and control of land use. , environmental justice, property rights and regulatory takings, and environmental conflict resolution. The final section, "Redefining Administrative Rationality," analyzes devolution, regulatory flexibility, pollution prevention, and thirdparty environmental management systems auditing. This book will benefit students, scholars, managers, natural resource specialists, policy makers, and reformers, and is ideal for classroom use.

Robert F. Durant is a professor of public administration at the School of Public Affairs at American University.

Fiorino is the director of the Performance Incentives Division at the U.S. Environmental Protection Agency Environmental Protection Agency (EPA), independent agency of the U.S. government, with headquarters in Washington, D.C. It was established in 1970 to reduce and control air and water pollution, noise pollution, and radiation and to ensure the safe handling and .
