The population was 40,862 at the 2000 census. York is the county seat of York County,GR6 , owned and operated by its subsidiary, Emons Logistics Services, Inc. ("ELS"). The $1.5 million project was funded equally by Emons and a grant from the Pennsylvania Department of Transportation The Pennsylvania Department of Transportation (PennDOT) oversees transportation issues in the Commonwealth of Pennsylvania.
