Gov. Arnold Schwarzenegger and legislative leaders reached
agreement on a landmark bill to require industries to curb greenhouse
gas emissions. The bill AB 32, by Assembly Speaker Fabian Nunez, D-Los
Angeles and Assemblywoman Fran Pavley, D-Agoura Hills, requires
greenhouse gas emissions to be reduced 25 percent by the year 2020. With
the expected passage of the law, California becomes the first state in
the nation to adopt limits on fossil fuel emissions. Schwarzenegger has
supported the concept of reducing these emissions, but said he wanted
safeguards to protect against severe economic impacts if refineries,
electric utilities, cement makers and other industrial facilities have
to cut back production.
