"The Women's Council was founded initially based on Ellen's vision that we needed to develop a more visible role for women, who are working in what has historically been a male-dominated industry," says Xenya Mucha, product marketing manager for solid waste at John Deere and current chair of the EIA Women's Council. "Under Ellen's leadership, we've come a long way toward achieving that goal."

The council began about 20 years ago and was originally run by staff members of the National Solid Wastes Management Association.

Harvey served as chairwoman of the EIA's Women's Council for two years, building it up to more than 40 members representing major public and private corporations throughout the United States United States, officially United States of America, republic (2005 est. pop. 295,734,000), 3,539,227 sq mi (9,166,598 sq km), North America. The United States is the world's third largest country in population and the fourth largest country in area. . She concluded her service as chair in 2004, but continues to serve on the council's board.
