The contract was issued by the Department of Energy's ("DOE") Morgantown Energy Technology Center ("METC METC Morgantown Energy Technology Center (US Department of Energy) METC Modular Exportable Training Capability (US DoD) METC Modesto and Empire Traction Company (railroad) ") to SAIC, as prime contractor, and ECO LOGIC , as subcontractor. The scope of work in the METC contract is to demonstrate the application of the ECO LOGIC Process to low level radioactive and complex hazardous waste streams in the Department of Defense and Department of Energy. Phase 1 activities on each specific waste stream will start with laboratory/bench scale treatability tests. This contract, valued at US$500,000, provides for treatability studies to be conducted in U.S. Government fiscal years 1996 and 1997. Following successful demonstration tests, Phase 2 would involve on-site treatability tests at DOD and DOE facilities where the wastes exist. Phase 2 field evaluations are expected to commence in U.S. Government fiscal years 1997 and 1998, budgets for which have yet to be approved. Specifically for the DOD, contaminated soil containing numerous contaminants including high levels of PCBs, as well as the suspected presence of dioxins and furans, will be treated. Additionally, artillery shells and/or spent artillery shell casings containing munitions mu·ni·tion n. War materiel, especially weapons and ammunition. These treatability studies will demonstrate the feasibility of a full scale demonstration and the application of the ECO LOGIC Process to address cleanup at other DOD sites with similar soil or munition contamination problems. Specifically for the DOE, ECO LOGIC will conduct laboratory scale processing of DOE actual low level radioactive mixed waste following successful completion of treatability studies on surrogate low level mixed waste. Tests on actual low level radioactive mixed waste would be conducted at a DOE site equipped with a hot cell facility. Successful demonstration will serve to determine the feasibility and requirements for a full scale commercial unit to treat low level mixed waste. ELI Eco Logic Inc.'s business is to solve toxic chemical problems in a safe, permanent, cost effective manner. The ECO LOGIC Process is an innovative technology that converts on-site, organic hazardous wastes into reusable or disposable products. This non-incineration process has gained high public and regulatory acceptance. ECO LOGIC's worldwide hazardous waste cleanup market includes PCBs, electrical equipment, contaminated soils, chemical warfare agents, petrochemical wastes, certain low level radioactive mixed wastes, and municipal sludge.
