Eclipsys, Healthlink to Jointly Provide Services to Facilitate HCOs' Compliance With HIPAA.
DELRAY BEACH, Fla. & HOUSTON--(BUSINESS WIRE)--June 28, 2001
Strategic Partnership to Offer Full Range of Solutions
to Achieve, Maintain HIPAA Compliance
Eclipsys Corporation(R) (Nasdaq:ECLP), The Outcomes Company(R), and Healthlink, the premier provider of information-technology consulting services for the healthcare industry, today announced that the two companies will join forces to assist healthcare organizations (HCOs) in complying with provisions of the federal Health Insurance Portability and Accountability Act of 1996 (HIPAA).
Under terms of the strategic agreement, Eclipsys and Healthlink will jointly offer a complete range of consulting services designed to facilitate HIPAA compliance, including educational briefings, strategic planning, readiness assessments, remediation services, project management, vendor management and training. Healthlink has assisted more than 200 HCOs with HIPAA compliance assessments. Eclipsys will also offer its customers a license to Healthlink's proprietary HIPAA TRAAC software, a Web-based application that allows HCOs to create and maintain an inventory of all applications and equipment affected by HIPAA.
"HIPAA presents healthcare organizations with new challenges for data security and access, and Eclipsys has worked to ensure that our industry-leading Sunrise(TM) solutions facilitate HCOs' efforts to achieve and maintain HIPAA compliance," said Harvey J. Wilson, Eclipsys chairman and CEO. "This strategic partnership with Healthlink greatly expands on those efforts by providing our customers with expert consulting services, which offer HCOs unmatched expertise in all aspects of complying with the HIPAA regulations."
Ivo Nelson, Healthlink president and CEO, noted that "Healthlink has one of the most advanced and experienced HIPAA compliance assessment divisions in the industry. This partnership will enable Eclipsys and its current and prospective clients to tap into this expertise, while offering Healthlink the opportunity to significantly increase its client base."
Compliance efforts take on new urgency
Earlier this spring, the Bush Administration announced that it will move forward with HIPAA regulations for safeguarding the confidentiality of patients' medical records, while ensuring both the security of and appropriate access to patient information. By April 2003, the U.S. government will guarantee Americans the right to review their own medical records, restrict the freedom of those who provide or pay for healthcare to disclose patients' information without permission and limit the information disclosed to the minimum necessary. The new regulations are driving HCOs to evaluate their current information-handling procedures and tools, as well as to reengineer care and business processes and to consider the implementation of new information technologies to improve their ability to be HIPAA-compliant.
"While achieving HIPAA compliance will entail some initial costs and expenditure of resources, over the longer term the regulations present significant opportunities for HCOs to obtain greater efficiencies that reduce operating costs and increase return on investment," according to Tina Shapleigh, MD, president of Eclipsys' Business Solutions Group, which will work closely with Healthlink to offer Eclipsys customers a complete array of services designed to help them achieve HIPAA compliance.
Most organizations are now in the assessment phase, including strategic planning and education as well as risk assessment, gap analysis and implementation. Eclipsys and Healthlink will offer HIPAA-assessment services to speed this essential but time-consuming process, including educational briefings, readiness assessments, project management and assisting the HCO with remediation planning. Project management extends through system conversion (if needed) and implementation monitoring, auditing, staff training and education.
Healthlink's HIPAA TRAAC software is an invaluable tool for tracking and reporting remediation efforts. The application features a centralized inventory and requirements library containing the latest HIPAA-related vendor and regulatory information; a customized client inventory created and maintained from Healthlink's centralized "library" of applications, equipment and documentation; the ability to specifically select the information to be managed for the organization; and flexible management and reporting capabilities. HIPAA TRAAC helps HCOs streamline their HIPAA assessment and compliance management efforts, and assists in the resulting strategic decision-making process.
"We are very excited to be partnering with Eclipsys," said Elizabeth Johnson, Healthlink's executive vice president and national HIPAA practice leader. "The depth of our experience is unmatched in helping organizations in all phases of complying with HIPAA regulations -- the initial education; assessing all aspects of readiness; facilitating, implementing and monitoring compliance; and identifying opportunities for improving business processes impacted by HIPAA. With the regulation deadlines upon healthcare providers and plans, this partnership could not be timelier. We look forward to providing these solution services and tools as a partner to Eclipsys and its clients."
Eclipsys solutions aid compliance effort
Eclipsys' Sunrise solutions have been designed to facilitate HIPAA compliance by using the latest proven technologies and incorporating recognized standards for best practices as defined by the industry as a whole and Eclipsys' customers in particular.
The Sunrise Record Manager-Gold electronic document-management solution, for example, meets all of the final patient-privacy rules recently released by the U.S. federal government as part of HIPAA, and facilitates HCOs' transition from a paper-based system to an electronic medical record environment. Like Record Manager-Gold, Sunrise Clinical Manager and Sunrise Patient Financial Manager use tools that enhance workflow and processes while helping customers meet HIPAA's electronic data interchange (EDI) standards, security components and privacy requirements. Eclipsys' eWebIT(TM) systems-integration solutions support HIPAA's dictate that health information be protected in any form by providing single information-system sign-on across Eclipsys and non-Eclipsys applications, handling all required electronic transactions, data authentication, entity authentication and encryption, and managing all required communication/network controls. And Sunrise Access Manager supports HIPAA's patient-consent requirements by enabling HCOs to capture consent information at the point of registration and allowing immediate access (as appropriate) to the consent information from anywhere within the HCO.
