The nursing facility is intended as the first phase of a complex for senior citizens. Later phases could include an assisted-living facility, a center for independent living and a center for day care of older citizens.

Hospital officials say their plans fit in with the demands of HMOs and insurance companies for lower-cost options for patients who don't need full hospital treatment.
