Baker said in a scathing resignation letter that he didn't get an accurate picture of the county's financial and organizational problems before beginning work Nov. 22. ``It's beyond comprehension. The guy is bright. He did his homework. We did our homework. It's all just a mystery,'' said Norman Roberts of the Los Angeles executive search firm DMG-Maximus. Baker never should have resigned without first talking over his concerns with supervisors, and it was naive of him to think his resignation letter would be kept from the public as a personnel matter, Roberts said. ``All I can do is shake my head,'' he said.
