President Clinton told top business executives at a summit on ``corporate responsibility'' that it's up to employers, not the federal government, to watch out for their workers.

No new government initiatives are expected from the conference, which administration officials created to help ease workers' anxieties about their job security without threatening businesses with more regulation.
