 International has recently been awarded two contracts to develop counter-terrorism plans and strategies for the states of West Virginia West Virginia, E central state of the United States. Under the contract with the State of West Virginia Office of Emergency Services emergency services Emergency care '…services …necessary to prevent death or serious impairment of health and, because of the danger to life or health, require the use of the most accessible hospital available and equipped to furnish those services' , EQE will develop the counter-terrorism plan that will serve as the guide for state and local agencies in the event of a terrorist attack. The work will include interviews with local, state and federal officials, development of a training manual and conducting an exercise for local, state and federal agencies to test the procedures for responding to terrorist events. EQE will use its state-of-the art software, MIDAS-AT, which is designed to assist emergency responders to estimate the impacts of chemical, biological or radiological radiological

EQE is also working through the National Emergency Management Association to develop a three-year counter-terrorism strategic plan for the State of Iowa. This work will identify priority needs in training, equipping, and planning that will serve as the guide for Iowa in enhancing its capability to manage the consequences of terrorist incidents The following is a timeline of acts and failed attempts that can be considered non-state terrorism. The plan developed for Iowa will serve as a model for other states to follow in their individual efforts to prepare for possible terrorist incidents.
