VPI Virginia Polytechnic Institute (aka Virginia Tech) 
 Construction Corp., and Victor Morales. All face fines for failing to obtain proper stormwater permits for construction sites. Alfa & Omega was also fined for violations related to the installation of a sewer line. The companies face fines ranging from US$24,400 to US$60,050, said EPA Acting Regional Administrator George Pavlou.
