A removal is a short-term cleanup intended to stabilize or cleanup a site that poses an imminent and substantial threat to human health or the environment. South Carolina Electric & Gas Company (SCE&G), the potentially responsible party In environmental law a potentially responsible party is a possible polluter who may eventually be held liable under the U.S. Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) for the contamination or misuse of a particular property or resource. (PRP), voluntarily entered into an Administrative Order on Consent (AOC) to perform the removal under the authority and direction of the Agency's Emergency Response and Removal Branch. The removal will consist of the excavation and disposal of contaminated soil. SCE&G also will be required to mitigate the discharge of hazardous substances into the Cooper River. The site, located approximately 500 feet west of the Cooper River, has been occupied by a manufacturing gas plant, a wood treating plant, a lumber mill and a shipyard and dry dock. A remedial investigation was completed by SCE&G under an AOC on September 16, 1996. Results of the remedial investigation indicated that the soil on the site is contaminated with polynuclear polynuclear /poly·nu·cle·ar/ (-noo?kle-er) having several nuclei; said of cells. pol·y·nu·cle·ar or pol·y·nu·cle·ate or pol·y·nu·cle·at·ed adj. The investigation also revealed the discharge of hazardous materials from an area near the site into the Cooper River.
