EPA Announces Proposed Rule to Incorporate the Atlantic Steel XL Project Into the Georgia State Implementation Plan.Business Editors ATLANTA--(BUSINESS WIRE)--April 11, 2000 The United States Environmental Protection Agency "EPA" redirects here. EPA abbr. eicosapentaenoic acid EPA, n.pr See acid, eicosapentaenoic. EPA, n. ) has submitted a proposed rule to incorporate the Atlantic Steel Transportation Control Measure (TCM (1) (Trellis-Coded Modulation/Viterbi Decoding) A technique that adds forward error correction to a modulation scheme by adding an additional bit to each baud. TCM is used with QAM modulation, for example. ) into the Georgia State Implementation Plan A State Implementation Plan (SIP) is a United States state plan for complying with the federal Clean Air Act, administered by the Environmental Protection Agency. The SIP consists of narrative, rules, technical documentation, and agreements that an individual state will use to or SIP. A TCM, is a measure taken for the purpose of reducing emission or concentrations of air pollutants pollutants see environmental pollution. from transportation sources by reducing vehicle use or changing traffic flow patterns. This TCM is based in part on the Atlantic Steel XL (eXcellence and Leadership) project agreement signed between Jacoby Development and EPA in September 1999. The proposed rule appeared in the Federal Register on April 10, 2000. The Atlantic Steel TCM represents another significant milestone in the redevelopment of the site. The redevelopment will transform a former steel mill into a 138-acre mix of residential, shopping and commercial uses--one of the largest urban redevelopment initiatives in the country. The redevelopment plan incorporates many "smart growth" site design principles that promote pedestrian and transit access rather than exclusive reliance on the car. The combination of the site's location in a central urban area, connection to the existing transit system, design that promotes pedestrian access, and provision of bicycle and pedestrian conveniences are expected to work together to reduce growth in auto traffic in the Atlanta region. NOTE: EPA and the Georgia Department of Transportation The Georgia Department of Transportation (GDOT) is the government agency responsible for building and maintaining state roads in the U.S. state of Georgia. Their headquarters is located across the street from the Georgia State Capitol in Atlanta. will hold a public information meeting regarding the Atlantic Steel Redevelopment Project on April 18, from 4:00 p.m. to 8:00 p.m. at the Georgia Center for Advanced Telecommunications Technology (GCATT GCATT Georgia Centers for Advanced Telecommunications Technology GCATT Gulf Coast Alliance for Technology Transfer ). Information will be available regarding the status of project developments, details on roadway and transit improvements and a projected timeline for implementation. Although there will be no formal presentations, the public will have the opportunity to speak with individual project team representatives or fill out comment cards about the proposed project and/or TCM.
