ENVIROTEST SYSTEMS TO ACQUIRE LICENSING RIGHTS

 TUCSON, Ariz., July 23 /PRNewswire/ -- Envirotest Systems Corp. (NASDAQ: ENVI) today announced that Sun Electric Corporation (Sun), a subsidiary of Snap-On Tools Corporation, has agreed to sell to Envirotest its share of the exclusive worldwide licensing rights for Remote Sensing Technology (RST), the vehicle pollution testing technology developed at the University of Denver. The licensing rights were held in a joint venture in which Envirotest and Sun Electric Corp. were equal partners. The joint venture has developed a patented device, the Remote Sensing Device (RSD) based upon Remote Sensing Technology, and has the exclusive right to manufacture and market the RSD. Terms of the transaction were not disclosed.
 The acquisition of the exclusive licensing rights for Remote Sensing Technology further strengthens Envirotest's competitive position in the automotive emissions testing and vehicle inspection industry by providing the company with advanced technology that measures the level of tailpipe emissions of moving vehicles as they pass through an infrared beam.
 Commenting on the purchase, Chester Davenport, chairman of Envirotest, said, "We are excited about the acquisition of the licensing rights for Remote Sensing Technology. RST will assist states as they seek to satisfy the 1990 Clean Air Act's requirements that 1/2 percent of automobiles in areas of enhanced pollution be subject to an on-road emissions test each year.
 "The fact that some states, like Pennsylvania and Wisconsin, have included the use of RST in their request for bidding proposals demonstrates that this technology is gaining increasing acceptance."
 Mr. Davenport also pointed out that the Remote Sensing Technology has not only received recognition in North America but in many international locations as well.
 Remote Sensing Technology, developed by the joint venture, uses high speed, high resolution video camera technology and automatic license plate recognition software to record emissions levels and vehicle identification information on a color video image of passing vehicles without the need to stop the vehicles.
 RST works in the following manner: A vehicle passes through an infrared beam. A computer controlled detector records carbon monoxide, carbon dioxide, hydrocarbon and nitrogen oxide readings from the car's tailpipe, while a video camera photographs the vehicle's license plate. Both the license plate number and the emissions readings are then displayed on a monitor used by the operator of the RST technology, instantly identifying those vehicles that are in violation of emissions standards.
 RST is designed to measure from a road side location vehicle emissions from as many as 1,000 vehicles per hour, and will supplement, not replace, regular test lane programs.
 Envirotest Systems Corp. is the leading provider of centralized vehicle emissions testing programs for states and municipalities. In addition, Envirotest is the only domestic provider of contractor- operated centralized testing services outside the United States.
