ENVIRONMENTAL TECTONICS NAMES CLIFF G. RUSSELL VICE PRESIDENT AND GENERAL COUNSEL

 SOUTHAMPTON, Pa., Aug. 26 /PRNewswire/ -- Environmental Tectonics Corporation (AMEX: ETC) today announced the appointment of Cliff G. Russell, attorney, as vice president and general counsel.
 Prior to joining ETC as its vice president and general counsel, Russell was a partner in the Fort Washington, Pa., law firm of Starfield & Payne, where he concentrated in the field of business law, including government and commercial contracts, trade regulation, employment law, corporate law, and the law of business torts.
 Upon making this announcement, William F. Mitchell, president and chief executive officer of ETC, commented, "Cliff brings to ETC a professionalism, experience, and breadth of knowledge which should be of significant value in ETC's efforts to provide expanded products and services to the U.S. government and industry here and abroad."
 Russell formerly served in the Pentagon as an assistant (for Procurement Law) to the General Counsel of the Army. In private practice, he has represented numerous supply, service, research and development, and construction contractors in negotiating contract modifications and settlements, and prosecuting and defending contract and contract-related claims. He has also represented numerous firms in arbitration and in state and federal court litigation involving a wide variety of commercial matters.
 Russell is a 1966 graduate (A.B. with Honors) of Northwestern University in Evanston, Ill., and a 1969 graduate (J.D. cum laude) of the Harvard Law School. He has been admitted to practice in Pennsylvania, the District of Columbia, Illinois and Wisconsin, as well as the U.S. Court of Federal Claims and numerous federal district courts and courts of appeals.
 As vice president and general counsel for ETC, Russell will be advising the company on all legal matters, including contracts, products liability and insurance issues, securities, employment matters, import/export regulations, and matters in litigation or arbitration.
 Mitchell stated, "In addition to his serving as our in-house legal advisor, we are looking for Cliff to actively participate in contract negotiations and in any litigation in which the company may become involved. We also believe that Cliff's knowledge and experience will aid us greatly in managing the process by which outside legal services are delivered to ETC."
 ETC designs, manufactures, and installs aircrew training systems, sterilization equipment, hyperbaric systems, environmental testing and simulation systems, and related products for domestic and international customers. ETC is listed on the AMEX and traded under the stock symbol "ETC."
