ENTERTAINMENT: BRIEFLY : `FIDDLER' CONCERT CANCELED IN SIMI.SIMI VALLEY - The ``Fiddler on the Roof'' concert scheduled for 8 p.m. Sunday at the Simi Valley Cultural Arts Center has been canceled. The West Valley Jewish Community Center, co-producer of the musical, is trying to reschedule. A medical emergency for a cast member caused the cancellation. The group's Christmas concert, ``O Yule, Full of Gladness,'' will open the season with performances Dec. 13 and 14 at the Civic Arts Plaza in Thousand Oaks. SOURCE: - Daily News Guidelines offered for area arts grants VENTURA - Ventura artists seeking grants from the city's Office of Cultural Affairs can obtain guidelines for applications. The program, which was established to encourage artistic expression and new artistic ventures, has $30,000 available for projects launched in Ventura from Sept. 1 to Aug. 30, 1997. Money will be awarded to individual artists in the Artist Fellowship program and arts organizations in the Arts Partnership category. Grant applications are due Aug. 20.
