``At some point, it levels off and begins to decline,'' Pallos said. ``We think that's going to continue.''

Another report released Wednesday showed that during the past year, the number of minorities in the district has gone down slightly, from 42.45 percent to 41.97 percent of the total student population.

``The minority percentage started to grow in the '70s and is now leveling off. The pendulum could be swinging back a little bit,'' Pallos said. ``We should look at a span of three to five years and whether the percentage of families is, in fact, beginning to decline.''
