T.O. City Council forums: The St. Paschal Baylon Men's Club will host a forum featuring Thousand Oaks City Council candidates at 7 p.m. Thursday at the church's Aquinas Hall, 155 E. Janss Road. The Brotherhood at Temple Adat Elohim will host a forum featuring Thousand Oaks City Council candidates at 7:30 p.m. Oct. 21 in the temple's sanctuary, 2420 E. Hillcrest Drive. Prop. 204 forum: The Ventura County Economic Development Association and the Association of Water Agencies of Ventura County will present a program on Proposition 204, the Water Bond Measure, and its potential impact on Ventura County.
